I have been a Havre de Grace resident since 2006, was born in Baltimore MD and raised in Wallingford PA. I chose Havre de Grace as my home because of its beautiful waterfront location, historic walk-able downtown, and friendly neighborhoods. Since moving to Havre de Grace, I have fully immersed myself into the community. I currently serve on the City’s Planning Commission, the Comprehensive Zoning Committee, and as a Board Member of Havre de Grace Main Street Inc. I live and work full-time in our historic downtown business district. Havre de Grace is a gem and there is great potential for our quaint city.

COLOR MARYLAND GREEN art and poetry contest

COLOR MARYLAND GREEN is an art and poetry contest designed to inspire Maryland students to enjoy and respect the State’s great outdoors and natural resources. Through the creative use of poetry, art and digital tools, students will express their appreciation for the outdoors and Maryland’s treasured natural resources.
All Maryland students, grades K-12, are eligible to participate -- one entry per student only, please.  (Submissions from children of Maryland Department of Natural Resources employees will NOT be eligible for prizes).
Entries may be submitted individually or in bundles through the classroom. 
Deadline for entries is November 1, 2011. Winners will be announced by December 31, 2011.

Incumbents Rule as Dougherty Wins Third Term as Havre de Grace Mayor

Dougherty wins race for mayor; Craig and Correri are re-elected to City Council; Wagner has slight edge over Lawder for third seat.
UPDATED (10 p.m.)—Wayne Dougherty won a third term as Havre de Grace mayor Tuesday, beating his lone challenger, City Councilman Mitch Shank, after a heated race.
Dougherty earned 1,128 of the 1,775 votes cast in the mayor's race to beat Shank in an election that drew one of the largest voter turnouts in city election history. Results were announced shortly before 9 p.m. Tuesday at Saint Patrick Hall, the city's lone polling place.
“Wow. I’m just a little bit overwhelmed right now,” Dougherty said. “The people of Havre de Grace—I thank them so much. We must be doing something right. With that, we will continue on.”
Shank said he was unsure what he would do next.
“We feel we ran a good campaign. The citizens spoke, they’re happy with Wayne. I’m happy for them,” Shank said. “There were some of us, obviously a minority, that wanted a new direction. Wayne talked to the people, they listened. I’m happy for him.”
Barbara Wagner appears to have the edge on Diane Lawder, 878-833, but the final tally will be determined by absentee and provisional ballots.
“I’m very honored that the community has chosen me to serve,” Wagner said.
Lawder said she would need almost 100 percent of the absentee and provisional ballots to unseat Wagner.
“It was an unbelievable experience,” Lawder said. “You’ll probably see me again next May.”
The race for three open City Council seats left two certain victors—incumbents Randy Craig (1,251 votes) and John Correri (905 votes).
“It’s an honor to serve. It always has been,” Craig said. “I love serving my hometown. I look forward to doing so in the same manor as before.”
Correri stayed outside the hall as the results were read aloud.
“I couldn’t stand it,” Correri said with a laugh. “That’s always what the election comes down to—reading out those results.”
The two other losing candidates were Lori Maslin, who had 606 votes, and James Lauer, with 185.
"I’m pleased that Wayne won. I think Randy and John ran great campaigns. I wish Barbara the best of luck," Maslin said. "I’m proud of the campaign that I ran. I ran a clean campagn and I was able to be myself."
The votes are unofficial and are pending up to 53 absentee ballots and 18 provisional ballots. Those ballots will be counted May 9.

Political newcomer seeks election to City Council

Barbara Wagner never envisioned herself as a politician.
Even as she was still deciding whether or not to run in the coming May 3 election—which she said came down to the day before filing at City Hall—Wagner found herself following the recommendations of her peers.
“Lots of people had asked me to run last year and again this year. It really wasn’t my idea,” she said. “But I’m not controlling about my own personal life. I’ve found that if you’re open to the opportunities that come to you, that’s really providing you an avenue to where you’re best suited to be. Sometimes my plans for myself are not as good as the world’s plans for me. The other places where I’m involved in the city came about because they came about.”
Wagner moved to Havre de Grace four-and-a-half years ago and married George Wagner, with whom she co-owns Bahoukas Antique Mall and Beer MuZeum, and another property along Union Avenue.
She grew up in Pennsylvania and raised her kids in Pennsylvania. She’s a dietitian by trade, and spent most of her career in the health and pharmaceutical industry. Now, though, Havre de Grace is it
“I love being full-time Havre de Grace. This is my life,” she said. “Everything I have is here in this building, in this city. My kids are in Pennsylvania, but this is really my family.”
She doesn’t own a car—even though she was offered her company car at a discounted rate along with a severance package before moving to Have de Grace.
Ultimately she would like Bahoukas to do well enough to hire help so she and her husband can spend more of their time and energy on the community.
As for what she'd bring to City Council, Wagner feels she's able and willing to work with anyone for the greater cause of the community. She has three criteria for any issue brought to council: financial impact, impact on the community, and impact on the environment.
She's become the face of Main Street's "Green Team," and has plans to improve sustainability citywide. She's also hoping to run as transparent a campaign as possible—offering the facts and figures behind her campaign contributions to anyone who'd like to see them.
She said her dedication is to the city's greatest resource—its citizens.
“As soon as I moved here, I knew I was home,” she said. “There are so many friends we have that are at the same stage in life that we are, and they’re my family. So I want to do everything I can for my family.”

The RECORD Endorses Barbara Wagner for Havre De Grace City Council

Some years, voters in Havre de Grace face the prospect of going to the polls with relatively few realistic options when it comes to picking a mayor and city council members. That’s not the case this year.

Two well-established local political figures are running serious campaigns for mayor.

The six people seeking the three seats on the city council when voters cast ballots May 3 includes owners of prosperous small businesses, a scientist, people with corporate management experience, city natives who have chosen to stay as well as people from elsewhere who have chosen to call Havre de Grace home. It’s reasonable to argue there’s not a dud in the bunch.

But there can be only one mayor and three council members elected to serve this time around, and those of us who have had a front row seat to the city’s political comings and goings suggest voters stick primarily with the incumbents.

In the mayor’s race, while Mitch Shank offers a lot of experience in government and a lot of good ideas, over the years he has shown more of a legislative temperament, that is to say he’s been a rather forceful advocate for his positions. This works when you’re one of six, as on the city council where Shank currently serves, but such an approach doesn’t work particularly well when you’re an executive trying to accommodate the needs of department heads and fellow elected officials.

Meanwhile, incumbent Mayor Wayne Dougherty has established himself as someone who is able to advocate for his positions while also realizing the need to negotiate to get at least a majority of his agenda approved.

For this reason, and because he has shown himself to be effective in the job, we endorse Dougherty for mayor.

Similarly, on the council side, we see the incumbents as part of a rather smoothly operating government. Randy Craig, the latest member of the Craig dynasty to serve in city government, has done a good job in his time in office. And John Correri, most recently appointed to fill a council vacancy, has re-established that he functions much better as a councilman than as a mayor. His experience serves the city well.

The seat Shank leaves vacant to run for mayor will be filled with a newcomer. While any of them could probably do a decent job, we recommend Barbara Wagner for the position.

As co-owner of Bahoukas Antique Mall with her husband, she brings a small-business perspective, that’s also tempered by her having a bachelor’s degree in nutrition and experience in the corporate world of pharmaceutical sales. While unproved politically, she does bring a lot to the table.

When voters cast ballots on May 3, we recommend they vote for
Wayne Dougherty for mayor, and for council, John Correri, Randy Craig and Barbara Wagner.
